The move follows intense scrutiny from regulators, parents, and advocacy groups who claim Meta has not done enough to shield minors from harmful experiences online. Dozens of lawsuits accuse Instagram of promoting addictive use and concealing the psychological effects of its algorithms.

A September 2025 internal report revealed that many existing teen-safety tools either underperformed or were inconsistently applied. Reuters also reported in August that Meta’s AI chatbots had displayed romantic or suggestive behavior, sparking concerns about insufficient safeguards for minors.
